Yes ofcourse,the NZAdmin tool. This can be used to manage/maintain netezza server
Very easy to learn and operate, you can refer to Netezza_system_admin_guide to learn more on this

If you mean is there a GUI for entering SQL (like SQLDEVELOPER or TOAD) then the answer is no there is no standard tool, however there are tools available (both free and paid for) that will do the trick. We use Nexus from TeraTom
